In a strata building, the wiring that matters most is the part nobody lives in. Common-property switchboards, hallway and stairwell lighting, lift power, car-park ventilation, intercoms, fire systems and the basement mains all belong to the body corporate — and when one of them fails, it doesn't affect one owner, it affects everyone at once.
Most committees only meet that infrastructure when it breaks: a tripped main at 2am, a stairwell in darkness, a fire panel that won't reset before the next inspection. By then it's an emergency callout at emergency rates, paid from a sinking fund that didn't budget for it.
What a standing contract actually covers
A scheduled electrical maintenance contract puts the common property on a rhythm. We inspect the boards, test the safety switches, check emergency and exit lighting against AS/NZS 2293, log the condition of the mains and sub-mains, and flag the things that are months — not minutes — from failure. The committee gets a report, a register and a forward plan instead of a series of shocks.

The budget argument
Planned maintenance is cheaper than reactive maintenance, but the bigger saving is in the levies that don't get raised. A board that's inspected and repaired in daylight on a quote is a fraction of the cost of the same board failing on a public holiday. Spreading that work across a known annual contract is exactly what a sinking fund is for.
It also protects the committee. When something does go wrong, a documented maintenance history is the difference between 'we maintained this diligently' and an insurer or a tribunal asking why nobody had looked at a forty-year-old board. We keep the records so the committee doesn't have to.
